Nothing in this section shall be construed to authorize or require any bidder, contractor
or subcontractor to discriminate against or grant preferential treatment to any business
on the basis of race, gender, ethnicity, or any other classification in connection
with the identification, contact, contracting or utilization of any such business
in private sector and/or public sector projects.
