Open competitive examinations for initial appointments to the classified service shall
be prepared and conducted by or under the direction of the commissioner of human resources.
Examinations may be assembled or unassembled and may include but shall not be limited
to rating of training and experience; written, oral, physical or performance tests;
or any combination of these, as determined by the commissioner of human resources
after consultation with the department head. The examination process may take into
consideration such factors as education, experience, knowledge, skill or any other
qualifications which are job related and may be applied equitably and which in the
judgment of the commissioner of human resources after consultation with the department
head may enter into the determination of relative fitness of applicants.
