§ 114-104. Allocation of position; creation of classes.

Under the civil service classification plan, the commissioner of human resources,
after consulting with the department head involved, shall recommend the assignment
of a position to one of the classes in the classification plan. If a suitable class
does not exist, the commissioner of human resources shall recommend the establishment
of a new class and, after the adoption of the new class, shall recommend the assignment
of the position to such classification. The establishment of a new position shall
not be completed until the commissioner of human resources has approved the classification
specification covering the duties, responsibilities and competencies of the proposed
position.
