§ 19-1003. Declaration of intent and purpose.

(a)

Intent. This chapter is intended to implement and be consistent with the City of Atlanta Comprehensive Development Plan, as it may be amended in accordance with O.C.G.A. title 36, chapter 70, including the capital improvements program included therein.

(b)

Purpose.

(1)

The purpose of this chapter is to impose development impact fees, as hereinafter defined, only for certain transportation, parks and recreation, fire protection, emergency medical services, and police facilities, as hereinafter set forth.

(2)

It is also the purpose of this chapter to ensure that adequate transportation, parks and recreation, fire protection, emergency medical services, and certain police facilities are available to serve new growth and development in the City of Atlanta and to regulate the use and development of land so that new growth and development bears a proportionate share of the cost of such new public facilities needed to serve such new growth and development.
