§ 16-18I.021. Lighting, security and maintenance requirements for parking structures and surface parking lots.

    Lighting shall be provided throughout all parking facilities to equal a minimum of one foot-candle of light. Where applicable, public street lighting may be utilized to either partially or totally fulfill the lighting requirements; however, where such street lighting is removed, it shall be the responsibility of the parking operator to independently provide these required levels of illumination and all lighting shall reduce light spillage onto adjacent properties by providing cutoff luminaries which have a maximum 90 degree illumination.

    All lighting fixtures that up-light trees, buildings, or other elements shall be located a minimum height of eight feet above sidewalk-level, except when located within predominately landscaped areas.

    Parking facilities shall be maintained in a clean, safe and sanitary condition. Parking spaces and driving lanes shall be clearly defined and maintained as such. Parking lots shall not be operated when any damage impairs the drivability of the parking lot. See section 16-28.026 for additional requirements.
