This part is enacted pursuant to the City of Atlanta's exclusive planning authority
granted by the Constitution of the State of Georgia, including but not limited to
article 9, section 2, paragraph 4, and article 9, section 2, paragraph 3, as well
as authority granted by the General Assembly of the State of Georgia, including but
not limited to O.C.G.A. section 36-70-3, the City of Atlanta Charter, sections 3-601 through 3-603, 8-115, and Appendix I, subsection 43, the general police powers, and other authority
provided by state and local laws applicable hereto.
