§ 94-143. Composition; appointment; terms.

  • (a)

    The commission shall be composed of 19 members to be appointed and confirmed by the council as follows:

    (1)

    Two members shall be appointed by the mayor;

    (2)

    Two members shall be appointed by the president of council;

    (3)

    One member by each council member (districts 1 through 12);

    (4)

    One member by each council member (at large posts 1 through 3).

    (b)

    In the event that appointments are not made within 45 days after the adoption of this legislation, the committee on council can proceed to make appointments to the commission. The lack of full appointment to the commission shall in no way affect the work of said commission provided that a majority of the commission has been appointed. A quorum shall still constitute a majority of the commission.

    (c)

    The initial term of the commission members appointed by the mayor shall be for three years; the initial term of the commission members appointed by the president of council shall be for three years; all other appointments shall be for a two years. Thereafter, all appointments shall be for a two-year term.

    (d)

    The commission shall elect a chairperson, vice chairperson and a secretary from among its members for terms of two years, and any member shall be eligible for successive election to such office by the commission. A quorum for transacting business shall be a majority of the members of the commission.

    (e)

    Each person appointed to the commission shall be a resident of the City of Atlanta. Any member who ceases to be a resident of the city of Atlanta during the term of their membership shall be removed from the commission and the appointing officials shall appoint a new member to the commission.

    (f)

    The commission shall be staffed by the council staff.
