§ 2-944. Transfer of appropriations from one account to another.
All ordinances pertaining to transfer of appropriations from one account to another, whether within the same department or otherwise, shall be submitted to the committee on finance for its approval or disapproval before being adopted. If any such ordinance is introduced to the council without the prior approval or disapproval of the committee on finance, it shall be mandatory that such ordinance be referred to the committee on finance for consideration and report. Any such ordinance that has not been referred to the committee on finance for approval or disapproval shall, if adopted, be null and void, and the chief financial officer shall not draw a voucher or transfer such appropriations and the mayor shall not sign a check therefor.
