§ 154-228. Conditions for issuance of permits.

The commissioner may decline to issue an industrial wastewater discharge permit to any user which has failed to comply with the terms and provisions of this article, any lawful orders issued by the commissioner or a previous industrial wastewater discharge permit. The commissioner may require the filing of a bond payable to the city, in a sum determined by the commissioner, to ensure consistent compliance by the user. In appropriate circumstances, the commissioner may require the user to submit proof that it has obtained financial assurances sufficient to restore or repair damage to the POTW caused by its discharge.
