If an application is complete and the applicant otherwise complies with applicable
law, ordinances, resolutions, rules, regulations and other directives of the city,
including the provisions of this article, the mayor shall enter into negotiations
with the applicant to determine whether such applicant and the city are able to reach
agreement on the terms of the proposed franchise or revocable license in accordance
with section 138-134 and 138-135 of this article. The proposed agreement, the application, and such other information
as the mayor determines is appropriate or may request shall be forwarded to the city
council for its review and consideration. The city may reject any application which
is incomplete or otherwise fails to comply with applicable law, ordinances, resolutions,
rules, regulations and other directives of the city and any federal, state or local
authority having jurisdiction.
