The City of Atlanta, in exercising the powers granted to it by the State of Georgia,
reserves the right to define, regulate, and prohibit any act, practice, conduct, or
use of property which is detrimental, or likely to be detrimental, to the health,
sanitation, cleanliness, welfare, and safety of the inhabitants of the city and to
provide for the enforcement of such standards. Furthermore, it is the right of the
city to regulate or restrict through permits, fees, codes, review boards, or otherwise
the construction, use, and maintenance of real or personal property and the emission
and disposal thereon or therefrom of any substance that tends to pollute land, water,
or air. Therefore, it is the purpose of this division to provide in part the regulation
necessary to achieve these policy objectives.
