Pursuant to Chapter 114 of the Code of Ordinances and within the budget approval process and established
personnel policies for all departments, the city auditor shall have the power to appoint,
employ, and remove such assistants, employees, and personnel as he or she may deem
necessary for the efficient and effective administration of the office. Neither the
members of the council, the president of the council, nor the mayor shall in any manner
dictate the appointment or removal of any such officer or employee whom the auditor
is empowered to appoint.
(b)
Neither the members of the council, the president of the council, nor the mayor shall
in any manner attempt to influence or dictate the appointment or removal of any such
officer or employee whom the auditor is empowered to appoint.
