There shall be raised and established funds for the relief and pensioning of members
of the police departments in said cities, who are in active service at the time of
the passage of this act, and whose names are now on the payroll of such departments,
and future members of such departments and their dependents, in all cities in the
State of Georgia having a population of 300,000 or more, according to the United States
Decennial Census of 1970, or any such future census.
